NATIONAL PROGRAMME OFFICER COMMUNICATE AND INFORMATION JOB AT UNESCO

Position: National Programme Officer, Communicate and Information (NOA – fixed Term)

Under the close supervision and guidance of the Head of UNESCO Office Abuja and the overall authority of the Assistant Director-General for Communication and Information, and in close cooperation with staff in the relevant CI Divisions at HQ, the incumbent serves as National Programme Officer for Communication and Information in the UNESCO Office Abuja and will perform the following tasks:
Assists in the development of strategies and projects for harnessing the potential of information and communication for development in Nigeria
Assists in planning and implementing programme activities included in the UNESCO’s Medium-Term Strategies (C4s) and UNESCO Programmes and Budgets (C/5s) by preparing new project and proposals to be funded by contributions received for the International Programme for the Development of Communication (IPDC) and the Information for All Programme (IFAP), in fine with priorities and project quality criteria, and in implementing approved projects; developing approaches to raising extra budgetary funds, and assists in planning and implementing projects funded by these funds
Assists in UNESCO’s involvement in the establishment of UN project management system including the preparation of Common Country Assessment (CCA), United Nations Development Assistance Framework (UNDAF), Country Programme Document (CPDs) and Country Programme Action Plan (CPAPs} in the light of Media Development Indicators and other relevant standard setting instruments prepared by the Sector
Provides input, including data and statistics to the preparation of reports on the implementation of programmes and projects (funded within C/5s and by extra budgetary funds, including contributions received for IPDC and IFAP} and other briefings as may be required by HQ or the UNESCO Office Abuja, using relevant tools, including the System of information on Strategies, Tasks and the Evaluation of Results {SISTER};
Assists in planning, developing and implementing outreach strategies aimed at programme expansion; supports the organization of consultations with national authorities; and assist in developing strategies and policies in the area of communication and information to government, civil society organizations and the private sector
Maintains a knowledge base on the programme; contributes to policy through identifying and analyzing available research; provides information and data for the preparation of background documents and reports; and facilitates exchange of information of best practices, Provides regular news and information on communication and information programmes in Nigeria for both conventional and on-line publications through UNESCO’s websites
Undertakes other relevant duties as required by the Head of Office
Requirements:
Masters Degree in the field of Communication, Journalism and/or information management is the minimum qualification. A PhD would be desirable.
Good Professional experience (at least 2 years) in the area of communication, journalism and/or information management at the national and/or sub-regional level or equivalent,
Experience in working in the implementation of national and sub-regional projects in the area of communication, journalism and information (at least 2 years).
Experience in working in a multicultural environment and with information technology Excellent IT Skills.
